Topsfield Master Plan Schedule - A one page 18 month schedule estimating the completion of the Topsfield Master Plan.
PHASE I: Topsfield Master Plan Existing Conditions Report - This report was prepared for the Master Plan Steering Committee (MPSC) and details the findings of Phase One of the Master Plan Existing Conditions analysis for Topsfield.
PHASE II: Topsfield Master Plan Aggregated Community Engagement Summary and Appendix - Phase II of the Topsfield Master Plan aimed to determine the community's aspirations for the Town's future. The project team implemented three engagement tools throughout Spring 2023, designed to better understand what community members hope Topsfield will look and feel like in ten years. These engagement tools included a survey on the master plan elements, a Meeting-in-a-Box facilitation guide to generate community conversations and a web-based Crowdmap platform to collect place-based suggestions.
PHASE III and IV: Topsfield Master Plan 2024-2034 - The final draft of the Topsfield Master Plan 2024-2034 was approved on May 1st by the Topsfield Planning Board.
PHASE IV: Topsfield Master Plan Implementation Matrix - The Implementation Matrix details individual strategies, strategy types, responsible parties, funding opportunities, approximate costs, timing and examples, and case studies.
PHASE IV: Topsfield Master Plan Comments Matrix - The Comments Matrix captures comments made by community members and stakeholders on previous drafts of the Master Plan.
What is a Master Plan?
A master plan, also known as a general plan, or land-use plan, is a document that provides a roadmap for the future of a town. A master plan includes an analysis of existing conditions, a community vision for the future, and a set of policy recommendations to guide public policy. The Topsfield Master Plan will explore the following categories:
- Land Use and Development
- Economic Development
- Housing
- Public Facilities, Infrastructure and Services
- Transportation
- Natural, Cultural and Historic Resources
- Open Space and Recreation
The Town of Topsfield formed a Master Plan Steering Committee, under the direction of the Topsfield Planning Board, to provide input and guidance throughout the process. This committee consisted of representatives from boards, committees, public entities, and the general public. The committee used the Master Plan Project Website , managed by consultant JM Goldson, to provide information to Topsfield residents and to house documents during the project. With the completion of the Master Plan, this site will be discontinued.

Can you please provide information about the maximum amount not to exceed? We understand Topsfield has received a grant from DHCD and we wanted to clarify the level of local funding available in addition to the state grant.

In regards to local funding, the Town of Topsfield allocated at their Annual Town Meeting the sum of $25,477.75 for the cost of a Master Plan and depending on proposals there potentially could be more funding allocated.
