Personnel Director

In accordance with the Town By-Laws, the Town Administrator serves as Topsfield's Personnel Director and represents the Board of Selectmen as the Town's Collective Bargaining Representative.

Collective Bargaining Agreements are in place with the following groups of represented employees: Full-Time Police Patrolmen, Part-Time Reserve Police Officers, Full-Time Career Firefighters/EMTs, Part-Time Call Firefighters/EMTs, AFSCME Public Works, Topsfield Teachers Association and Topsfield Paraprofessionals Association.

Professional Employment Contracts are in place for the following Town positions: Town Administrator, Police Chief, Fire Chief and Police Captain. 

Personnel rules and compensation for non-union employees are outlined and legally authorized under the Town's Personnel By-Law which includes Personnel Rules and Regulations, the Town's Classification Plan and a Non-Union Pay Grid that is updated each fiscal year.  With funding approved by Town Meeting in 2013, a professional consulting firm was retained in 2014 to develop the Town's first professional Compensation Study.  As a result of the final report and and a comprehensive comparative salary analysis, a new Classification System and Pay Grid was adopted by the Town.
