Town Assessor / Board of Assessors
The Board of Assessors determine the valuation of all real and personal property as of January 1st each year for the purposes of taxation and in compliance with the General Laws of the Commonwealth. Valuations are generally based on the preceding calendar year's sales. The assessment date is for the fiscal year commencing July 1st and ending June 30th of the following year. If an owner is dissatisfied with his or her assessment, he or she may appeal to the Board of Assessors. If still aggrieved, an appeal may be made to the State Appellate Tax Board. The Board of Assessors is composed of three (3) members elected to terms of three (3) years each, so arranged that the term of one (1) member expires each year.

Apply For Motor Vehicle Abatements
Please download Form 126-MVE from “Forms & Documents” on the left. Required documentation is listed on the form. A motor vehicle abatement application cannot be processed without the required documentation. We can receive your application by either of the following:
- Mail to the Assessor’s Office at 8 West Common Street, Topsfield, MA 01983
- Leave in the Drop Box located at the front of Town Hall
Abutters Lists can be Requested and Paid for Online
Abutter's lists can be requested and paid for online. Click on "Request and Pay Online" at left . The assessors office requires ten (10) working days to certify an Abutters List. The Abutters list is valid for sixty (60) days from the date of issue. We will call you to pick up the abutters list when it has been processed.
